Ref : Request for intervention to secure respect for trade union rights.
Dear President Correa,
On behalf of the Centrale des syndicats du Québec (CSQ), I write to request the intervention of your government to put an end to the harassment and intimidation of Dr. Girard Vernaza Arroyo, President of PSI affiliate the National Federation of Associations of the Judiciary of Ecuador (Federación Nacional de Asociaciones Judiciales del Ecuador- FENAJE); and of the lawyer Luís Muñoz Pasquel, former leader of the same organisation. Following their dismissal from the judiciary service in February 2007, an order for the arrest and detention of these trade union leaders was issued on 25th October 2007, on the charge of invading a state building.
The background to this order of arrest involves the harassment of these trade union leaders because of complaints which they and FENAJE had made concerning irregularities in the Supreme Court of Justice and in the National Council of the Judiciary. They opposed the reorganisation of the judicial system on the basis that it undermines the job security and career development of the women and men who work in the judicial system in Ecuador. They had further instigated legal action in order to put a stop to the reorganisation process.
Penalising trade union protests is in direct violation of the trade union rights and freedoms guaranteed by international instruments of which the government of Ecuador is a signatory.
I hope that your government will act swiftly to revoke the orders for the detention of Dr. Girard Vernaza Arroyo and Luís Muñoz Pasquel. We urge your government to take the necessary measures to end the harassment of intimidation of FENAJE and its members.
We will be monitoring developments closely.
