Dear President Colom,

Please accept Greetings on behalf of la Centrale des syndicats du Québec (CSQ), an organization that represents more than 160 000 members, mainly in the public education sector.

We write to you to express our concern over the November 11 ruling of the First Appeals Court for Labour and Social Security against Joviel Acevedo, General Secretary of the Guatemalan Education Workers’ Union (STEG) that authorizes the termination for ‘just cause” of Prof Acevedo’s employment with the Guatemalan Ministry of Education for supposed abandonment of his post.

Given that Prof. Acevedo was exercising his duties as General Secretary of the STEG during the period for which he is accused of having abandoned his post, it is our belief that this ruling violates the internationally recognised right of union leave for elected union officers. In this way, the judgement violates International Labour Organizations conventions protecting freedom of association, of which the Guatemalan State is a signatory.

We urge you and your government to take the necessary measures to ensure compliance with ILO Conventions in Prof. Acevedo’s case.
